Class C3 (dwellinghouse) to Class C4 (Houses of Multiple Occupation)

The Council have implemented an Immediate Article 4 Direction in all remaining areas of Sefton (i.e. those areas not covered by the two directions above) to remove permitted development rights from houses to Homes in Multiple Occupation (HMOs). This was considered at Cabinet on 2nd October 2025. The Article 4 Direction was made on Wednesday 15th October 2025 and comes into force immediately. The Article 4 Direction was made available for comment, and no objections were received. The Council confirmed the Article 4 Direction for all remaining areas of Sefton at a meeting of Cabinet on 5th February 2026.
